The government has set forth 12 key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimate for 2025 in Resolution 01/NQ-CP, including:

The northern province of Ninh Binh has set a target of serving 9.1 million holidaymakers in 2025, including 2 million foreigners, and earning revenue of over 10 trillion VND (393 million USD).

On the morning of December 13, Deputy Secretary of the Provincial Party Committee and Chairman of the Ninh Binh Provincial People's Committee, Mr. Phạm Quang Ngọc, chaired a conference to review the report on the proposal titled "Building Ninh Binh as a Centrally Governed City with the Character of a Millennial Heritage Urban Area." The conference was attended by the province's Vice Chairpersons of the People's Committee, leaders of various provincial departments and agencies, and representatives from district and city governments.
